Tracy Heart (Cate Blanchett) is a former heroin addict living in the Little Saigon area of Sydney, Australia. Tracy lives with her family which includes her mother Janelle (Noni Hazlehurst) and her brother Ray (Martin Henderson). She is the manager of a video store and has ambitions to one day own her own store selling computer games. Tracy needs $40 000 to achieve this goal and has been denied loans by many banks. Complicating matters is the fact that Tracy must also care for her step father Lionel (Hugo Weaving) who is also a drug addict. Further complications ensue when Tracy's ex-boyfriend Jonny Nguyen (Dustin Nguyen) returns to Sydney and begins selling drugs. Tracy must deal with her family's issues, her brother's interest in criminal activities, while trying to balance this with the own ambitions of her life.
